I have been considering these folks for a while, so...
So the Steel Kessír came about because Elena wants to be special and not be one of the primary Kessír races. As typical, if I sit on an idea, I have thoughts on the logistics, so I have background story.
When the Kessír first mirgrated into the Westerlands, the Gold Kessír and Silver Kessír were more or less mixed. Even in their past in their ancient homelands east of the Khazad Mountains, they tended to be mixed as the two races worked together reasonably well. As they found the Lomaquendar, the Gold Kessír considered the forest cities the height of environmentally aware civility and were content to settle in around them, but the Silver Kessír were less content, and having always been more adventurous than their golden kin, wanted to explore more. It was this inclination that resulted in both a number of coastal Kessír settlements, as well as Silver Kessír exploring the mountains, and finding the mountain communities.
The Grey Kessír were some of the earlier migrants, having followed tell of dwarves from the Winged Kessír and seeking what they thought would be people they would find connection to. In doing so they found the Eleniquendar as well, and found strong kinship to them.
The intersection of the Silver and Grey Kessír resulted in a hybrid sub-race commonly known amongst mountain folk as "Steel Kessír".
Now outside the mountain communities Steel Kessír are quite an oddity, and in the times after Nightfall and more importantly the North/South wars, could be looked on with suspicion as potentially being Agar spies. It resulted in them retreating back to the mountains and not venturing out into the rest of the Nightlands for a couple of thousand years. That gulf of time made the concerns fall by the wayside as during it the first Agar rebellions happened and Agar spies became less and less likely.
It was as the paranoia about Agar spies vanished, Elena saw fit to alter her Wanderer form into a Steel Kessír. Elena has had a Steel Kessír Wanderer form for thousands of years since then, and the Wanderer myth is now more linked to the Steel Kessír form in the female aspect (the male aspect is human and usually moderately darker-skinned because of Ciaran).
In latter eras the Steel Kessír are more associated with the Aesvaan uplands than the regions further north, but that is more confirmation bias, as the association is based on Aesvaani mindset, as they have a larger population than the Hoppa lands, or the Great Forest.
